You can ask politely "I apologize, you don't seem to be able to comprehend what you're asking and would you be willing to rephrase it?" You'll be able to express yourself better in such a situation than speaking in the same voice with no knowledge or clarity. Remember that the primary goal of answering questions is for you to make a contribution to the one who is seeking answers. Don't take time. Seek understanding first.

One method that can increase the likelihood of you answering an inquiry in a pertinent and objective way is if you give the person posing questions time to complete asking. You can actually prepare the person in the audience for an answer by asking "Let me think ..., Let me look around." ..". This will ensure that the person does do not just sit and think you have not heard or you're just not listening, or ignoring. Being able to think through the issue helps to make statements that you won't regret on later. You can evaluate the best option to speak with confidence without leaving cuts or wounds.
