Before you dive into answering a question, be sure you have in your mind what the question is about. There's no harm in finding out the reason for the question being asked. If you are asked politely "I apologize, but you don't seem to comprehend what you're requesting Do you mind rephrasing?" You will communicate better in such a situation than simply blabbing away with no clearness or comprehension. The purpose behind answering questions is for you give a meaningful contribution to the person searching for an answer. Don't be a waste of time. Seek understanding first.
One method to increase your ability to answer the question in a meaningful and objective way is if you give the person posing your question time to complete asking. Some people take their time to clarify exactly what they are looking for. In answering a question prior to it is clearly asked for can be rude. It is not a good idea to assume you know what direction the person is asking you, hence you will need to assist to get to the point. If you're able then let the individual "ramble" while you take note of the most important points. Also, it gives you time to synthesize and think of an answer that is the most appropriate to the question. Being able to listen can give the highest success rate for answering questions.
You have to figure out if you're qualified to answer this questions or someone else does. Is it your right to talk on that subject (journalists can make you vulnerable even if you're expected to be the company's spokesperson)? How deep should the answer be? Pauses and moments of silence let you know that you're not just creating whatever material you have in your mind but a clearly deliberate answer is on the horizon. It is possible to prepare someone for an answer by using the phrase "Let me think about it ..., Let me think about it." ..". This will ensure that the person does not sit around thinking you've missed something but you're actually ignoring etc. It also allows you to formulate statements that you'll feel good about later. You can identify the most effective method to respond with wisdom without leaving the person with wounded or new wounds.
